- Construct high-density zone
This is always the first step to making skyscrapers.

How to increase education level in Cities: Skylines
There are three levels of education in Cities: Skylines, the elementary school to make the citizens “educated”, the high school, making them “well educated,” and the University: to make the adults “highly educated.”

Things to take note of
Skyscrapers do not appear in the European style in Cities; Skylines. So, you will have to switch to vanilla to make skyscrapers. This is because European buildings do not grow as tall.
To get the ‘vanilla’ style, paint the building you want transform to a skyscraper and click on the district. It will display a panel from where you can change the building style in that district.
However, note that changing the map will delete the old buildings.
