The Incinerators can be pretty handy because they burn garbage and thus produce power for your city. Still, they should be placed outside the city because they produce a lot of air and noise pollution. However, the Incinerators will completely solve your problem with garbage in the city so consider this idea.
How to Empty Landfills in Cities: Skylines?
Landfills can become a living torment for players when they become full of garbage. When they are full of garbage, they cannot be removed from the game, nor can they be destroyed with a bulldozer. Landfills can be emptied of rubbish when they are partially complete or completely full.
Landfills are emptied by garbage trucks coming and taking the garbage to another landfill or to the Incinerator where the garbage will be burned. Only when the landfill is entirely empty can you move it to another location or destroy it with a bulldozer. New trash will start to collect again when you turn off emptying mode.
