Each landfill has a number of garbage trucks circling the city (15 garbage trucks per one landfill) and collecting garbage.

Once the landfill has reached its limit, you will need to empty it. This requires a significant amount of time, so you can start emptying it when it reaches 80% full of garbage.

How to Empty Landfills in Cities: Skylines?
Landfills can become a living torment for players when they become full of garbage. When they are full of garbage, they cannot be removed from the game, nor can they be destroyed with a bulldozer. Landfills can be emptied of rubbish when they are partially complete or completely full.
Landfills are emptied by garbage trucks coming and taking the garbage to another landfill or to the Incinerator where the garbage will be burned.
